Muscovy is a late 2009 Mac Mini Core 2 Duo which supports 10.11.  

https://github.com/munki/createOSXinstallPkg appears to allow setting up a 
no-intervention upgrade installation.  I don’t have experience with it — does 
anyone on the list, with this or any other approach for upgrading OS X on a 
remote headless machine?
