For platforms under KabylakeOpenBoardPkg & ClevoOpenBoardPkg, both of them are using the HPET timer unconditionally. The PCD 'PcdUseHpetTimer' is not being used.
This commit will remove the above PCD within KabylakeSiliconPkg.
