the one which
Meet the bus shortage case. Then the Bus Rebalance handle of 
EfiPciHostBridgeEndBusAllocation on
 platform BIOS will Have a chance to adjust the bus resource assignment for 
each root bridges 
which meet the Bus shortage case.
