Hi Liming, I am seeing a regression related to PcdValueInit with Mingw CLANG environments.
I suspect it may be related to the following PR: Add support for complete out of tree build https://github.com/tianocore/edk2/pull/11757 Wil enter an issue once I have investigated more today and hopefully have a PR to fix soon.
