how to access the cvs using WinCvs

I cannot use the WinCvs(a client cvs for windows) to access the CVS server:

I type the following command line:

cvs -d:pserver:[EMAIL PROTECTED]:/home/cvs login

when asked for password,I just press Enter

then I got:

cvs[login aborted]: connect to cvs.kannel.3glab.org:2401 failed: Connection refused.

Can anyone tell me what's the reason?
