Well, if you've got a patch, either a) approach someone who has CVS access 
and request that they add the patch or b) ask nicely for CVS access. 
Provided that your stuff passes muster, I think CVS access will be 
reasonably forthcoming.

We're planning to do a release (of sorts) tomorrow, hopefully to include 
the documentation for Alligata in DocBook format and including the 
partially-integrated WTLS layer (which will need attaching to higher 
layers by someone other than us). Beyond that, we'll host the machine.

In fact, check CVS a little later on this evening and you may find WTLS is 
already in there :->
