1.0.3 and 1.1.5 smpp...

In version 1.0.3, data_coding is set depending on the value of flag_udh.
In version 1.1.5, data_coding is set depending on the value of
flag_8bit, which seems more natural.

Is 1.0.3 wrong, and 1.1.5 right, or the opposite?



btw, is 1.1.5 stable enough to run in production?
