0x11 = class=2&coding=1
0x15 = class=2&coding=2
Do your specifications say "use DCS=0x11" or do they say "use 7 bits and
send to mobile" ?
Every DCS combination could be composed with those fields, without requiring
knowing or having a DCS table in front of you.
