An M20 for example will get a bit confused when a call comes in but it does seem to recover after a few minutes (you'll see ringringringringringring as the terminal output if you switch the logging to debug!). But I think the only effective way is to divert all voice calls at the SIM. Perhaps there is an AT command to initialise a modem to refuse voice calls?
