yes, this effect is known for GSM modems connected to serial com lines. I can't tell you exactly why Kannel does not get the hook to the device at once, but we also have to fire up bearerbox at least 2 times before it recognizes the device at a serial com line. Simply retry a second or third time in the shell and you should get a hook.
