If phase 2+ is enabled, (by the command AT+CSMS=1) then receiving an 
SMS has to be acknowledged back to the modem. Meaning the modem does 
not send further SMS to Kannel until it gots the ACK from it. Some 
newer modem do only work if Phase2+ is enabled.

If your modem supports AT+CSMS=1 then you're in good shape. Actually 
I have not seen a single modem which doesnt.

Your falcom should work out of the box or with very little 
modification (see struct modem_def at the beginning of smsc_at2.c to 
define new types).
