This in fact fixed the problem. I now get the WML deck
to the emulator, however it is not displayed. My understanding
is, that the application id decides what to do with the
message. I tried the options provided by test_ppg (any, sia, ua, 
mms), none triggered any activity. Am I missing something?

Your pap document has an erroneous address. Address should be of type
[EMAIL PROTECTED] Of course Kannel
should be able to handle this kind of error. Thanks for spotting a bug !
