I think it highly unlikely that "C:/phpdev/www/mobile/samp1.php?sec_para=%s&thr_para=%s&phone=%p" is a valid filename. If you want to get the output of the PHP script, you have to put it into an environment that will run it for you (normally a HTTP server). In this case you have to use a URL to access it.
