This is not exactly correct. in our setups we have noticed that under
heavy load sometimes messages are not deliverd to Kannel but instead
dropped in the SIM memory (we've seen this behaviour using two different
modems). then if the SIM memory is filled up, no SMs will be recieved
anymore - even if the link is no longer busy. 

That is exactly the problem I tried to solve with the AT2 patch I will
next submit...
