the incoming SMSC will not know the context.
So it could only work with some kind of database (as in the DLR case).
Furthermore, the incoming link can be different ones. Like I have 4 
sessions to an SMSC and one part can come on one link, another part 
can come on another link (its like having 4 loadsharing sessions). So 
IF we do incoming concatenation we definitively want to use some 
database. We also have to throw away incomplete messages after a 
while.
