No, the GET request parameter "text" has to contain the whole XML
encoded OTA file. It's not pointing to the file name, it includes the
whole thing, i.e.

http://mysmsgw:13013/cgi-bin/sendota?username=ota&password=ota1&phonenumber=
1234567&text=<?xml version="1.0"?><!DOCTYPE CHARACTERISTIC-LIST
SYSTEM...

Beware that the XML document must of course be url-encoded for this
purpose.

BTW, Aarno, shouldn't we use POST instead here for individual OTA XML
processing?
Using GET like this is someway nasty.
