Sorry for misleading - the length reported is correct : it should not
include the first "SMSC address length" byte (which is 0 in all cases
where Kannel is concerened). the PDU formatted looks ok to me, and
sending an almost exactly the same PDU (don't want to use your phone
number :-) I get a success from the modem every time. 
I remember I've read something somewhere about the siemens M20 and
problems with the correct settings of the PDU length in CMGS. perhaps it
does not like the leading "SMSC address length" byte - try to remove it
by settingg no-smsc = true in your modem's configuration section.
