I'm using latest cygrunsrv and it's quite fine. The only problem is that you can't stop safely bearerbox from control panel. So I had to modify bearerbox.c to not handle SIGTERM. Apart from this it works, restarting services when happens that smsbox can't connect to bearer. I'll try with the latest cygwin to see if it really solved this poll problems.
