I somewhat agree but what should be the delivery report if it is 
partially received?

Full stop. they are NOT identical. smsbox does split the message. For 
the SMSC and bearerbox those are multiple unrelated messages. To do 
this we would have to load bearerbox with more work and split the 
message there.
