This depends on the APN. If you have a special WAP APN then it's very 
likely that this APN is attached to a private network (typically
10.x.y.z addresses). In this case you cannot reach the public Internet.

If you have an APN that attaches to a network with public IP addresses
or that does NAT, than there should be no problem at all.

There is no such thing as GPRS support (well, there might be for
carrier gateways to support billing and such, but that's not your 
question), so Kannel has always worked with GPRS phones.
