It was discussed on the users list.

Ths is a very weird behaviour, which I was unable to reproduce using a cellular GSM 
modem. 
The other user that had the same problem used a Nokia 8210, so it might be a problem 
with Nokia phones, but as I have no access to either a 8210 or a 7110 handset, I am 
unable to give any more information about the subject. from looking at the logs, is 
seems that Kannel is behaving as expected and sends a well formated PDU.
Maybe playing with the CNMI setting will help ?
