We have seen providers who do this if the messages are all to the same MSISDN. Also I have run across a bunch who claimed to have an SMPP server, except that it wasnt asynchronous, and one has to wait for a submit_sm_resp before sending the next message, but this is not correct according to the SMPP specs.
