Sorry to be a bother, but gsmlib seems to me to be broken in this case : MMS 
is defined as "set to 1 if you're not going to send more messages" - don't 
ask me why. so the Kannel is correct in this case, and gsmlib is not, as your 
message is surely not long enough to grant more then one SM.

depending on your setup, setting the TON to international may or may not be 
correct.
