ok, I think I got now the reason! This is a *bug* or a *unsupported feauture*. Kannel's PPG does not parse and handle the HTTP headers inside the HTTP multiparts! Which means Jatayuu's PI dispatcher sends the HTTP header Content-Type: application/xml within the PAP control element. And Kannel expects to have the <xml> control entity here, because the whole multipart is passed to the libxml2 parsing functions, which then fail. Hmmm, this means we have to add HTTP header parsing inside the HTTP multi-parts.
