sequence number question

I see in the logs(bearerbox) that whenever a submit_sm or deliver_sm is 
made a sequence_number
is also there. I need to be able to tally the submit_sm and deliver_sm. 
My question then is, if we restart kannel
(shutdown, startup) will the sequence_number start from zero ?
