Do Openvawe browsers require AF 82, or do they work without ? Adding this would not broke anything.

This new pdu should work with all wap push enabled browsers. By the way,
remember also that Openwave browser accept only Unconfirmed Push Messages
and not Confirmed Push Messages (Kannel sends Unconfirmed Push Messages).
