yes. the SMPP service_type is a thing to say the SMSC what kind of
application data you carry out to the user. The phone itself will
recognize this via the UDH header.

So you *should* be able to push WDP PDUs as binary SMS without setting
explicitly the service_type in the SMPP protocol.
