05 send to 16bits port 04 length 0b84 source 23f0 destination 00 concatenated message 03 length c2 message id 02 max parts 01 part number (0b and 06 are udh length) Your first udh doesn't work because you are sending only part 1 of 2 and device will be waiting for part 2. Your working example doesn't include concatenation in udh, but kannel probably will insert it itself if it needs to split the message.
