This is called MMS (More Message to Send) and Kannel supports it.
Too bad that most devices/mobiles don't support it correctly.

If your device suports MMS MT, and you SMS notifications instead of 
polling, kannel would gladly accept whatever number of messages per
second your device sends.

If your mobile supports MMS MO, you can activate an mms option in your
smsc group and ask kannel to try to send messages in burst mode.

don't use polling.
As someone already said, polling is a last resort for very broken
devices.

You should get notification working (by massaging CNMI) and let polling
only for situations like on connect, to grab messages from sim/device
memory.
