This sounds to me like a "legacy SMS" solution from the operator.
Some (most) MMSCs will send an SMS containing a URL for a web hosted
representation of the MMS messages if they think that the recipient
device is not MMS enabled. Can you check that the client is registered
as MMS enabled with the operator ?
