I think this is more within the UAProf space than a generic external filter. This type of service is what UAProf is designed to support, but whether it belongs inside the WAP gateway or not, is another argument. If anyone is looking at UAProf type services, I recommend evaluating WURFL on sourceforge. These guys reached the same conclusion I did about UAProf - you can't trust the device manufacturers/operators to do UAProf properly, so you've got to do it yourself :-).
