The best one I've used is CMGs MMT which has support for SMPP, UCP/EMI and OIS. Its not cheap at 4,000 euro though. Functionally excellent, you can drill down into each element of each PDU, and generate lots of test cases. Nice intuitive GUI. But... I wanted to use it for stress testing and the demo version I had leaked memory badly and ultimately died (its a WIN32 app). I reported it to CMG but ran into their legendary arrogance (leaks memory ? you must be an idiot etc).
