does absolutely nothing unless explicitly used..
(I also fixed 'if' clause in utils/run-checks as 'make check'

PS: how is Kannel web pages updated? There seems to be list
of old data still lying around there (for example, projects)
and Yesterday again I heard about this that "Kannel project seems to be
dead, according to its web page which is so frozen"
I am afraid ti caught us here ;) Updating web pages is urgently needed.
