As for Kannel's PPG, I didn't found any other commercial PPG which impelements ccq queries. My intention is to know, what are the others "centralized" ways to query device capabilities having just the MSISDN beforehand (i.e. no WAP session exists and there is no UAprof or similar information). However, former WAP forum should have had some reason to define ccq messages and I see no other standartized interface for querying device capabilities (again, without having HTTP headers, UAprof, etc).
MSISDN is not enough. The customer may transfer sim to another phone. This may be reason why ccq is not implemented. This is OPTIONAL, meaning that PPG can implement if it fing it useful.
I'm analyzing the other ways, such as colleting IMEIs from EIR and relating them with particular phone modules (IMEI-to-device database is necessary here, but it seems that GSM Alliance gives access to such database for their members. Any other information on this?).
IMHO, better way would be to implement a general fallback service. You
can ask sms level delivery report from Kannel PPG. This tells did the phone
get the message.
