I think there IS a roadmap with an upcoming new stable version. Stipe and Alexander might be able to tell a little bit about it. I know they are working hard to achieve the goal (the goal being the new release).
AFAIK, it is a matter of a few pending bugs that are supposed to be solved before the release can be called stable. Personally I think Kannel is not yet an untamed beast of code by far. There is strict coding guidelines that are being actively enforced.
