I used a Moxa NPort 5610 terminal server in reverse telnet mode. It
has 8 ports, but they do a 16 port version, I can confirm that it
worked just great during the project I was under taking.
For the modems I used Siemens MC35's, So I can't comment on the
Falcom modems you are looking at, but if you know they work via
serial ports with kannel, then you will have no problem using them
with the terminal server.
Clearly its no replacement for a decent SMPP connection, but
sometimes needs must eh.

Yes,
Absolutely, Kannel will support terminal servers via TCP/IP, so its a
very easy way to add as many modems as you want. No need to worry
about serial ports.
