if you find any SMSC which implements this and provide SIM cards to test this, it could be implemented. However this is a very very rare feature. I have not seen any SMSC on the market supporting this. I know in THEORY SMPP has some stuff in there for USSD but in practice, USSD is very different from SMS as it is transactional based, not message based. I think the designers of SMPP simply had in mind that the same protocol could be used but to a different type of machine, a USSD Service Center (or how ever you want to call it). All USSD solutions I have seen so far where directly SS7 based and attached to the HLR.

Some protocols, i.e. SMPP v3.4 allow connecting to USSD gateways (or other network elements) that provide a SMPP interface to the USSD string exchange. But this depends on the capabilities of the SMPP server.

There is no standardized IP based protocol to use for USSD gateway connectivity. So most USSD gateway vendors use their own protocol, or try to use a well-known, like XML over HTTP (SOAP) or SMPP.
