nop, it's the standard cvs server port, hence 2401.
Here is a telnet session from outside:
$ telnet cvs.kannel.org 2401

Connected to cvs.kannel.org.

cvs [pserver aborted]: bad auth protocol start:
Connection closed by foreign host.
so thing should work. Maybe an short network outage either on your side or
ours? ;)
