No, sending a DLR via SMPP would require that you send a deliver_sm PDU in the server role, which the normal Kannel does not provide. Can you scratch if this is a SMSC-to-SMSC gatewaying you are intending? If yes, the Kannel SMPP v3.4 server (smppbox) may be an option for you.
