not sure what your questions is here, can you please re-phrase.

a DLR is proxied to the HTTP application side via the previously defined DLR-URL
(including any escape code substitution that applies).

No, sending a DLR via SMPP would require that you send a deliver_sm PDU in the
server role, which the normal Kannel does not provide.

Can you scratch if this is a SMSC-to-SMSC gatewaying you are intending? If yes,
the Kannel SMPP v3.4 server (smppbox) may be an option for you.
