[RFC]Function to Parse CGI Vars in POST Method in MO HTTP SMSC

Dear all,
I see currently there is no built in function in Kannel to parse CGI
Vars (var1=value1&var2=value2) POST method in MO HTTP SMSC. It will be
very helpful to have this function. TIA
