I think is an excelent idea.

Some time ago I worked on a driver to do TNPP (Telocator Network
Paging Protocol) and TAP (Another paging protocol) with kannel so we
were able to convert  SMS <-> TNPP and TAP <-> SMS and by SMS I mean
both AT and SMPP. We never finished them since the sponsor we had drop
the proyects but we arrived to get some code that worked. It had some
problems to solve but it did the trick.

I totally agree that kannel can be a sort of messaging gateway
