I agree, a SIGHUP'ed approach to reload the configuration "gracefully" is needed.
But we do have the HTTP admin comman 'add-smsc' for bearerbox, allowing to "reload" the config and add then a specific 'smsc-id' to the pool of SMSC connections. Maybe it's an good idea to have this existing mechanism being covered via SIGHUP first, and then exploid what we can do more for "gracefullness".
