As Dan pointed out there are dependencies installed as well. See the build logs for the various variants here http://olpc.download.redhat.com/olpc/streams/development/build84/ for example http://olpc.download.redhat.com/olpc/streams/development/build84/jffs2/build.log which list all of the 201 rpm's that we install for this variant.
