#230: Languages for BTest-1

Desirable for BTest-1 would be support for English, Portuguese, Spanish,
Arabic, and Thai. The first three are easiest; Arabic and Thai more
difficult.
We expect for BTest-1, whatever languages we can support will be present
in a single image: we do not have time to finish up support for separate
language packs, nor is it clear if we can even get all these in the image
before we have to commit it to distribution.
And some components (e.g. Etoys) do not have the capability to be
localized to complex scripts such as Arabic or Thai at this time.
