Just to close off this thread:
The problem turned out to be that the jumper posts weren't actually shorted.
Pierre had tried to short them but the ohmmeter said they weren't really.
So what was happening was that the EC was doing its usual non-recovery
thing of spitting out battery status info on the recovery port. That's
what the spiflash program was seeing in place of a chip ID.
