In some cases, using a separate, ideally public, tree
without syncing with staging can make sense.

If the module is large and needs massive changes, then
the overhead and latency in keeping staging up to date
via Greg can be a significant burden.

nvec doesn't seem to meet the criteria to me.

It's tiny and the style changes necessary are trivial.
It's unlikely the new changes are huge.
