Yes, this way you'd get any layout you want, any number of them. But
usability-wise "right button menu" is a horrible thing. For people
using 2-4 layouts, much more usable solution is switching using
keyboard (some shortcut). And that's the first thing which should be
taken care of IMHO - from both configuration and UI POV.
