It would be great to incorporate more recording methods into Record. We've plans to also incorporate stop-motion and time-lapse into record also. It could become a behemoth of an activity though... perhaps it might benefit from being broken into different components (a.k.a. tamtamization)?
As for Record's UI, it uses windows to allow for its custom fullscreen mode and for embedding widgets over video (seen, for example, in the picture-in-picture modes and the "info" button).
