We always had disagreements about it in the design team. I wouldn't
consider that a decision made at this point. It's more that we never
found an agreement and hence it was never implemented.

Though, admittedly, with the current tabbed toolbars, it would get
pretty bad both from visual noise and screen aestate point of views.
But that's going to change.
