I don't know if Browse uses MOZ_PLUGIN_PATH, but the Firefox activity definitely does, see http://wiki.laptop.org/go/Talk:Firefox#Workaround_to_share_Browse_plug-ins The system plug-ins directory for both Browse and Firefox is /usr/lib/mozilla/plugins but I'm sure they check other directories with or without MOZ_PLUGIN_PATH set.
